The city of Lucerne is home to around 85,500 people, and the canton has 433,000 inhabitants (2024), plus millions of annual visitors and overnight guests who are attracted above all by Lake Lucerne. On average, the canton generates an annual turnover of around 1.5 billion CHF from tourism, and the service sector accounts for the largest share of the canton’s gross domestic product. The city of Lucerne alone welcomes around one million overnight guests and between four and five million day visitors each year, 26 percent of whom are Swiss holidaymakers or business travellers. Yet among the tourists in the city and the canton are also the so-called “burglary tourists”, who make use of Switzerland’s open borders for their offences. In 2015, 1,844 cases of burglary were reported in the canton, of which only 250 could be solved. With a range of investigative methods, our detective agency in Lucerne contributes to supporting victims of break-ins – whether companies or private individuals and families.
With the university, the university of applied sciences, the teacher training college, the media training centre and the Swiss Army’s advanced training schools, Lucerne is the most important educational centre in Central Switzerland and also the region’s key economic location. Advantages include the excellent rail links to Basel, Bern and Zurich as well as the direct connection to the Gotthard transit route, and additionally Switzerland’s lowest corporate tax rate. Unfortunately, regions that are strong in education and business also attract corresponding crime against companies (including theft, fraud, accounting manipulation) and against private individuals.
In 2015, 26,107 offences were reported in the canton, of which 20,523 fell under the Swiss Criminal Code. Property offences accounted for the largest share, at 69.9 percent. The clearance rate of 19.3 percent is sobering – an unacceptable situation for victims.
Equally distressing are the figures concerning domestic violence: 392 cases were reported, but experience shows that the number of unreported cases is much higher, as many victims do not go to the police out of fear, shame or for other reasons. Fifty-one of the reported domestic violence cases were directed against children – you can imagine how high the dark figure is in such situations.
